Summarized Report of the Commission for the Examination and Structuring of the Management and Operation of Residential Facilities for People with Disabilities
The Commission was established by the Minister of Welfare and Social Affairs following a series of serious incidents. In mid-February 2022, after covert investigations by the Police, footage was published from security cameras at the Bnei Zion residential facility in Rosh Ha’ayin, which is home to 200 residents. Those who watched the filmed material were exposed to a shocking reality of workers abusing residents of the facility – persons with an intellectual disability – in a malicious, humiliating, and protracted manner. Three months later, at the beginning of May 2022, an incident of food poisoning occurred at Beit Dafna facility, which houses 120 residents with intellectual disabilities; three residents died as a result of the incident.
Following these incidents, the Minister of Welfare and Social Affairs appointed in June 2022 a public commission headed by Judge (Ret.) Sulamit Dotan to examine and structure the management and operation of residential care facilities for persons with disabilities. The Commission submitted its report in February 2023.
