Principles of Activity

01 | Disability Rights

We advocate for the rights of people with all types of disabilities, regardless of the nature of the disability. Our work is focused on the rights each individual is entitled to, rather than categorizing by disability type.

02 | Human Rights Approach

Founded by the Association for Civil Rights in Israel, we emphasize a human rights discourse that challenges traditional perspectives focused solely on medical or social care.

03 | Policy Change

We focus on unresolved issues that require innovative solutions and breakthrough policies.

04 | Person-Centered Approach

We provide direct support to people with disabilities and their families, striving for meaningful improvements in their daily lives.

05 | Independence

We rely solely on donations and do not accept government funding. This ensures our independence when advocating for rights and engaging with government authorities.

06 | From Fieldwork to Policy and Back:

Bizchut operates on both macro and micro levels. Through our public inquiries hotline, field activities, and educational initiatives, we stay connected to the everyday challenges of people with disabilities. This direct engagement informs our broader efforts in legal petitions, legislative advocacy, media
outreach, and government collaboration.

Chairman of the Board

Chairman of the executive committee of Bizchut starting January 2023. Social activist for the rights of people with disabilities in Israel and spokesperson for the headquarters of the struggle for the disabled in 1999 and 2001. Former chairman of the Council for the Rehabilitation of the Mentally Handicapped in the Community at the Ministry of Health. Since 2016, serves as co director of the cluster for social change at Beit Izzi Shapira in Ra'anana. He was a candidate for the Meretz party in the 16th and 18th Knesset elections. Married to Galit, father of a daughter and lives in Harish.

Offer Dahari

CEO of the Shekel Association

He previously served as the director of the accuracy field at Shekel (community services for people with special needs). Has a master's degree in clinical psychology, is wheelchair bound and a sports enthusiast. Member of the board of directors since 2001.

Noam Vilder

Advocate, Council for Child Safety

Manager of the field of health, mental health and child protection in sports. Graduated with a bachelo's degree in law at the Hebrew University of Jerusalem, specialized in the consulting and legislation department at the Ministry of Justice. Lives in Jerusalem.

Board of Directors

The organization is headed by a board of directors made up of people with and without disabilities, professionals, academia, parents and activists for the rights of people with disabilities. The committee outlines the association's policy, sets its goals and discusses fundamental decisions regarding its activities. The members of the committee work on a full volunteer basis.

Keren Saar

Director of the International Department, Association for Civil Rights

Attorney, Director of the International Department at the Association for Civil Rights in Israel starting February 2023. Graduated with a BA in Sociology and East Asian Studies and a MA in Organizational Studies from the Hebrew University of Jerusalem. Previously, she managed the Resource Development Department at the Reform Center for Religion and State and served as a board member at the El Halev Association for three years. Married and mother of two, lives in Jerusalem.

Ari Paltiel

Former Division Director at the Israel Central Bureau of Statistics

Born in Montreal, Canada, in 1950 and immigrated to Israel in stages, which began in the years 1958-1963 and ended in the late seventies, after studying at universities in Ottawa, Canada and Oxford, England. He is among the founders Bizchut being a representative, at the time, of the management of the Association for Civil Rights. Among other things, he suggested the name Bizchut for the newly established organization. Ari served as a division manager at the Central Bureau of Statistics and is currently a demography lecturer and a member of the "I’r Amim" board. He finds comfort in a relaxing boat cruise. Member of the Executive Committee.

Dana Briskman Gomelski

Lawyer, Retired Civil Servant

Dana is an Attorney and a founding member of Bizchut. From 1989 to 1995, Dana served as an Attorney and Legal Advisor at the Association for Civil Rights in Israel (ACRI), during which time she was a founding member of Bizchut, the Israel Human Rights Center for People with Disabilities. From 1995 to 2022, Dana served as a Senior Prosecutor in the High Court of Justice (Bagatz) Department of the State Attorney’s Office, representing the State in legislative and administrative petitions before the Supreme Court of Israel. Dana achieved her LL.B. with honors from the Hebrew University of Jerusalem and LL.M. from Harvard University. She also holds an MA in Conflict Research, Management, and Resolution from the Hebrew University of Jerusalem. In 2023, Dana retired from public service, and in 2025, she joined Bizchut’s Board of Directors.  

Gali Dobes Gov Ari

Social activist in the field of people with disabilities

Social activist in the field of people with disabilities. One of the founding members of a coalition of parents for children with special needs, a member of a committee of organizations of parents of children with cerebral palsy, involved in promoting legislation, entrepreneurship, exhausting rights, supporting families, and changing attitudes towards people with disabilities. Manager of social media groups in the field. Mechanical engineer, married +3 and mother of a young man with a disability. Lives in Mishmar HaEmek, a member of the board of directors since 2018.

Doron Tamir

Chairman of the Organization and Finances Committee of Bizchut

Lawyer since 1992 (partner in the firm Arnon, Tadmor-Levy., lawyers), works in the field of public tenders, infrastructure, energy and environmental quality. Wrote articles in the field of tenders, bills and the environment (and a book in the field of bill laws). Doron lives in Mevaseret Zion, married and the father of three. Member of the executive committee of Bizchut since 2002 and chairman of the organization's organization and finance committee.

Dr. Silvia Stieglitz

Dr. in Education, expert in working with people with disabilities

She served for ten years as the head of the teacher training program for children with complex disabilities at the David Yelin Academic College of Education. Partner at the Institute for
Sustainability Education at David Yelin College. Academic accessibility coordinator, facilitates integrated courses on social change in the field of disability where students with and without disabilities study together. Head of the Courses and Workshops Section and instructor in an academic management course at the Mofet Institute. Lecturer in the field of disabilities at Kiryat Ono Academic School. Member of the Board of Directors since 2015.

Bizchut’s Vision

Promoting equal rights for people with disabilities in Israel.

We aim to promote the rights of individuals with all types of disabilities in every aspect of life, ensuring equality, respect, and full integration into Israeli society. To achieve this, we utilize public, legal, and community tools.

Bizchut - The Center for Human Rights of People with Disabilities was established in 1992 by the Association for Civil Rights in Israel (ACRI). Since then, we have worked tirelessly to advance the rights of people with disabilities across all areas of life. Over the years, we have led groundbreaking efforts in advocating for disability rights, achieving significant milestones such as: The Equal Rights for People with Disabilities Law (1998); The Inclusion Law (Amendment to the Special Education Law, 2022); The Testimony and Investigation Procedures Law (2005); The Welfare Services Law for People with Disabilities (2022), and more.

Our mission is to ensure that people with disabilities can fully exercise their rights to dignity, equality, autonomy, and freedom.
